Can other players steal Resources not collected from production buildings or Resource Centers?

All the Resources you have on your Base are calculated as one amount. The amount you are saving in the Bunker cannot be stolen, all the rest of your Resources are protected from stealing according to the percentage shown in your Bunker statistics.
