Are Sicario Talents and Cartel bonuses applied to temporary buildings?

Temporary buildings themselves are strong enough, so no Sicario can take effect on any guerrilla building. However, if you are a member of a Cartel with some upgrades purchased in the Capos Club, such bonuses will be applied to the temporary buildings.
