How come I cannot complete any tasks while there is an announcement?

There are 4 stages (6 days each) and before each stage there is an 24 hour announcement window. This window is to give players the opportunity to sign up to the competition between stages and prevents you from completing tasks in this window. Once a stage has started players can’t register anymore.
